UN Urges India and Pakistan to Exercise Restraint After Pahalgam Terror Attack

UN Appeals for Calm Between India and Pakistan After Kashmir Terror Attack; Global Leaders Express Solidarity With India

In response to the deadly terrorist attack in Pahalgam, Jammu & Kashmir, that claimed 26 lives—mostly tourists—United Nations Secretary-General Antonio Guterres has urged both India and Pakistan to exercise “maximum restraint” and prevent further deterioration of the already tense situation in the subcontinent.

Speaking through his spokesperson Stephane Dujarric on Thursday, Guterres condemned the “heinous terror attack” and emphasized the need for both countries to avoid escalating tensions.

“We very much appeal to both the governments of Pakistan and India to exercise maximum restraint and to ensure that the situation does not deteriorate further,” Dujarric stated.

Reiterating the UN’s condemnation of terrorism in all forms, he emphasized the importance of peaceful dialogue between the two nations.

“Any issues between Pakistan and India, we believe can be and should be resolved peacefully through meaningful mutual engagement,” he added.

The attack has been claimed by a front group of the internationally banned Pakistan-based terror organization Lashkar-e-Taiba.

In the wake of the attack, India expelled Pakistani diplomats, revoked visas, suspended trade ties, and halted the Indus Waters Treaty—a move Pakistan responded to with its own retaliatory measures. Commenting on this, Dujarric said:

“This would go under the rubric of us appealing for maximum restraint and not taking actions that could further escalate tensions.”

Guterres has not directly spoken to either country’s leadership yet, but the global response has been swift and vocal.

International Condemnation:

  • U.S. President Donald Trump posted on X: “The US stands strong with India against terrorism. Prime Minister Modi and the people of India have our full support and deepest sympathies.”
  • French President Emmanuel Macron stated: “A heinous terrorist attack has struck India. We share the profound sorrow of the victims’ families.”
  • UK Prime Minister Keir Starmer called the attack “utterly devastating.”
  • Qatar’s Foreign Ministry issued a statement condemning the attack and expressing condolences to the victims’ families and the Government of India.

The attack has sparked global outrage and further intensified geopolitical tensions in South Asia, as India demands accountability and decisive global action against terrorism.
