Celebi Challenges Security Clearance Revocation in Delhi High Court After Centre Cites National Security Concerns
New Delhi: Turkey-based aviation ground services company Celebi Airport Services India Pvt Ltd has moved the Delhi High Court to challenge the Indian government’s recent revocation of its security clearance. The Centre had cited national security concerns, particularly in the wake of Turkey’s vocal support for Pakistan following India’s Operation Sindoor, as grounds for the decision.
On Thursday, the Bureau of Civil Aviation Security (BCAS) formally cancelled Celebi’s security clearance. The company, which operates at nine major Indian airports including Delhi, Bengaluru, and Goa, was providing ground handling and cargo services. The official order stated the clearance was withdrawn “in the interest of national security.”
Minister of State for Civil Aviation, Murlidhar Mohol, confirmed the move, saying:
“Turkey openly supported Pakistan during a time of heightened tensions with India. Given this situation, Celebi—a company with Turkish roots—poses a potential security risk.”
On Friday, Celebi filed a petition in the Delhi High Court, arguing that the government’s order was vague, lacked specific reasons, and was issued without any prior notice. The company warned that the revocation could impact 3,791 Indian jobs and investor confidence in India’s aviation sector.
In its statement, Celebi emphasized that its Indian operations are wholly managed by Indian professionals, claiming no affiliations with any foreign government.
“Celebi in India is a standalone Indian enterprise, with no political or foreign ties. We strictly follow global standards of governance, transparency, and neutrality,” the company stated.
Founded over 65 years ago, Celebi Aviation operates in six countries across three continents, delivering airport ground and cargo handling services. It had received security clearance in November 2022, and according to its website, handles approximately 58,000 flights and 5.4 lakh tonnes of cargo annually in India.
