New Delhi, May 1, 2025: Prime Minister Narendra Modi held a high-level meeting with National Security Advisor Ajit Doval on Tuesday to discuss India’s next steps following the deadly Pahalgam terror attack that killed 26 civilians on April 22. The meeting has fueled speculation over a possible military response as tensions between India and Pakistan continue to escalate.
Amid cross-border firing for the 12th consecutive night on Monday, the Union Home Ministry has directed all states to conduct nationwide civil defence drills on Wednesday. These drills aim to prepare civilians for “new and complex threats” in the event of a hostile escalation.
Union Home Secretary Govind Mohan is scheduled to review state-level preparedness, focusing on measures such as:
- Testing air-raid warning systems
- Civilian safety training
- Cleaning and preparing bunkers and trenches
The coordinated response underscores India’s heightened alert posture and national readiness strategy.
Prime Minister Modi has vowed to bring justice to those behind the Pahalgam massacre, stating India will hunt the perpetrators to the “ends of the earth” and deliver punishment that is “beyond their imagination.”
These developments mark a significant shift in India’s security approach as public and political pressure grows for decisive action.

Uttar Pradesh will conduct a comprehensive emergency preparedness drill across all districts on Wednesday, May 7, as confirmed by the state’s Director General of Police, Prashant Kumar. The exercise, directed by the Government of India, will involve coordinated participation from the civil and police administration, fire services, and the State Disaster Response Force (SDRF).
Nineteen districts have been specially identified for focused mock drills and grouped into different sensitivity categories — one in Category 'A', two in Category 'C', and the remainder in Category 'B'.
“The aim is to simulate an integrated emergency response, tailored to local sensitivities and challenges,” DGP Kumar stated. The drill will assess readiness across all verticals and reinforce coordination for handling real-life emergencies.
Congress MP Shashi Tharoor, a former diplomat and ex-UN official, highlighted the "sad reality" of United Nations Security Council (UNSC) consultations following a closed-door meeting held to address escalating India-Pakistan tensions in the wake of the Pahalgam terror attack.
Since only member states attended the confidential session, the exact discussions remain undisclosed. However, reports indicate that Pakistan faced tough questions from several UNSC members.
Drawing on his experience with the UN, Tharoor predicted that the Security Council is unlikely to adopt any resolution condemning either side. "I'm quite confident the Council won’t pass a resolution criticising Pakistan because China would veto it, and they won’t criticise India either, as many nations would object or use their veto. The outcome will likely be a general appeal for peace and expressions of concern over terrorism," Tharoor told ANI.
The Bharatiya Janata Party (BJP) on Tuesday strongly rejected Congress president Mallikarjun Kharge’s allegation that the government ignored intelligence warnings about a possible terror strike in Jammu & Kashmir just days before the deadly Pahalgam attack, which claimed 26 lives. The BJP called the claim an attempt to "undermine the morale" of India’s armed forces.
Party spokesperson Tuhin Sinha told NDTV that Congress lacked any evidence to support such accusations. Meanwhile, Babulal Marandi, the BJP’s Jharkhand unit chief, criticized Kharge for targeting Prime Minister Narendra Modi and the government “at a time when the fight against terrorism and Pakistan is at a crucial juncture.”
A drill is a simulation of an emergency situation designed to help individuals and organizations practice their responses in a controlled environment. These exercises are crucial for preparing people to react swiftly and efficiently in real-life emergencies, such as fires, earthquakes, medical emergencies, or security threats.
During a mock drill, participants perform their roles as though the emergency is happening for real. This may include activities like evacuating a building, providing first aid, or executing lockdown procedures.

Farmers along the nearly 200-kilometre International Border in Jammu and Kashmir are rushing to complete their harvest amid growing tensions after the Pahalgam terror attack.
In the districts of Jammu, Samba, and Kathua, around 1.25 lakh hectares of farmland fall within range of Pakistani shelling. Families are working around the clock to harvest crops, dry the grain, and pack it for transport to mills.
“We live in a danger zone. Every time shelling starts, we face death and destruction,” said Rakesh Kumar, a farmer from Treva.
Radhika Devi, a resident of Suchetgarh, said her family packed over 300 bags of wheat in just a few days. “It’s an emergency. Mill owners are paying well and quickly moving the bags to safer areas,” she noted.

Security forces apprehended a Pakistani national near the Line of Control in Jammu and Kashmir’s Poonch sector, just a day after the Border Security Force (BSF) arrested a Pakistan Ranger along the India-Pakistan border in Rajasthan.
These back-to-back arrests come amid heightened tensions, as the fate of BSF jawan PK Sahu remains uncertain. He was detained by Pakistan Rangers after inadvertently crossing the border—an incident that followed closely on the heels of the Pahalgam terror attack, which has further strained cross-border relations.
